Changing Leak
   - In this experiment each neuron had a decay constant associated
       with it.
 
   - As a neuron repeatedly fired, the decay constant got bigger
       so that less energy was retained.
 
   - It went back up when the neuron did not fire.
 
   - This also had the desired result of shutting 
       the CA down.
 
   - This meant we had two reasonable candidate solutions.
