1. Obtain data for cases.
2. Design cases based on data.
3. Determine the case memory structure.
4. Decide the case retrieval method.
5. Decide whether a case adaptation procedure is appropriate (and, if so, implement it).
6. Develop the rest of the system (e.g. the user interface).
